U8 and U10 Build-out Line explained:
In youth soccer (7v7 and 9v9), the  "build-out line" is a designated line on the field, roughly halfway between the penalty area and the halfway line, that promotes playing the ball out of the back in a less pressured setting, especially during goal kicks and when the goalkeeper has possession.
